A disability parking permit gives the holder different levels of parking privilege. There are two types of permit available in Queensland (blue permits and red permits), which are issued according to the person's level of mobility impairment and whether the disability is permanent or temporary.
The Department of Transport and Main Roads administers the Disability Parking Permit Scheme and issues permits to people with impaired mobility.
Vision impairment is not regarded as meeting this criteria, unless the applicant has an additional condition which severely impairs their ability to walk.
The responsibility of providing parking bays, signage and markings remain with local government and parking providers. The disability parking permit does not guarantee the holder access to a parking bay at all times.
Local government parking officers may issue infringement notices for the misuse of private parking bays and local governments may authorise agents, such as shopping centre security personnel, to enforce their requirements.
To be eligible for a blue permit, the applicant must satisfy all of the following conditions.

Organisation parking permits are blue permits issued for five years to organisations that are involved in transporting persons who would normally be personally eligible for the issue of a disability parking permit. Vehicle registration numbers must be recorded on the application form and records must be kept by the organisation. If a specific vehicle declared by the organisation is no longer used by the organisation the permit must be returned immediately.
Conditions of use:
- permit must only be displayed when transporting people who would normally be personally eligible
- vehicle must be no more than 4.5 t GVM
- the nominated contact person is responsible for the maintenance of an up to date register
Blue permit holders (organisation and individual applicants) are entitled to:
- free parking in metered and regulated areas where the time limit is more than 30 minutes
- the use of disability parking bays (on and off-street locations) including hospitals or shopping centres
Red permits
To be eligible for a red permit, the applicant must satisfy both of the following conditions.
The applicant must:
- be a Queensland resident over three years of age
- have their mobility severely impaired as a result of permanent or temporary loss of the use of one or both legs, or whose physical condition is detrimentally affected as a result of walking 100 metres
Red permit holders are entitled to:
- the use of disability parking bays in off-street locations including hospitals and shopping centres.
You must apply for a permit by completing the Disability Parking Scheme Permit Application form (F1647). You need to complete Part A of the application form. Part B must be completed by your medical practitioner or occupational therapist. If you are applying for a blue permit on behalf of your organisation, you will need to complete Part C.

Permits cost A$13.25. This application fee is non-refundable and must be included with your application. Failure to include this fee will result in processing delays.
You will be notified by mail, normally within 28 days, if your application is approved or unsuccessful. If your application is approved, a permit will be posted to you.
