
Intelligent Access Program
New requirement
The first application of the Intelligent Access Program (IAP) in Queensland is to monitor the compliance of vehicles operating at Higher Mass Limits (HML).
From 1 July 2009 joining the Intelligent Access Program is mandatory for transport operators wishing to operate at Higher Mass Limits.
What is the IAP?
The Intelligent Access Program is a national program* developed in partnership with all Australian road agencies and it uses satellite tracking and wireless communication technology to remotely monitor where, when, and how heavy vehicles are being operated on the road network.
The Intelligent Access Program provides heavy vehicles with improved access to the Australian road network in return for monitoring compliance with specific access conditions. This is done using vehicle telematics — a way of monitoring a vehicle using global positioning.

Why apply the IAP to vehicles operating at Higher Mass Limits?
The purpose of applying the Intelligent Access Program to higher mass limits vehicles is to protect vulnerable road infrastructure, while allowing innovative and higher productivity vehicles, designed to maximise the freight task, access to the road system.
Enrolling in the IAP
The Intelligent Access Program online enrolment is available.
If a transport operator is unable to enrol on-line, a hard copy of the Higher Mass Limits Intelligent Access Program (IAP) Enrolment Application form (F4573) is available.
IAP Service Providers
Choosing an Intelligent Access Program Service Provider is a business decision for the transport operator. Transport Certification Australia has a current list of Intelligent Access Program Service Providers*.
Note: Only Transport Certification Australia certified service providers are able to monitor your vehicle under the Intelligent Access Program.
