Applying for an open licence
Simply visit a Department of Transport and Main Roads customer service centre, authorised Queensland Government Agency Program office or licence issuing police station.
To apply for an open licence for the same class as your provisional licence you must:
- hold, and have held, a provisional licence for the required period
- complete the Driver Licence Application form (F3000)
- show your evidence of identity and Queensland residency documents
- pass an eyesight test, if required
- declare that you are medically fit to drive the class of motor vehicle. Note: If you have a medical condition that might affect your ability to drive or ride safely, you will be required to show a medical certificate from your doctor stating that you are medically fit to drive or ride safely
- pay the licence fee.
What conditions apply to my open licence?
You must:
- not have a blood or breath alcohol concentration equal to, or more than, 0.05 per cent when driving a car or riding a motorbike for private use
- not drive under the influence of illegal or prescription drugs
- have a zero (0.00 per cent) blood or breath alcohol concentration when driving, or in charge of a motor vehicle other than a private use car or motorbike. For example a truck, taxi, tow truck, or a vehicle being used by you as a driver trainer to give driver training. Note: Drink driving offences carry monetary fines and disqualification periods
- obey any conditions stated on your open licence
- only drive or ride the class of vehicle stated on your open licence.
Once you have held your open licence for one year you can teach learner licence holders to drive or ride the same class as stated on your open licence. While teaching a learner to drive you must ensure the vehicle clearly displays L-plates on the front and back of the vehicle. Failure to do so will result in a fine.
You may learn to drive or ride the next higher class of vehicle than the class stated on your open licence.
What if my open licence is only for an automatic vehicle?
An open licence for an automatic vehicle limits you to driving that type of vehicle.
You can learn to drive a vehicle with a manual transmission. But you must be accompanied by a driver who holds a current open licence (or equivalent), that has been held for one continuous year, immediately prior to accompanying you, for the same class of vehicle you are learning in.
If you are learning to drive in a manual car, your supervising driver must hold an open licence for a manual vehicle.
How do I get my licence changed to drive a manual vehicle?
To change your licence to allow you to drive a manual vehicle you will need to:
- book a practical driving test for that class of vehicle
- pay the test fee
- pass a practical driving test.
Once you have done this your licence will be upgraded to show you can legally drive a manual vehicle.
