Stage 1 - Needs assessment
A needs assessment for the existing corridor was undertaken by comparison to Levels of Service criteria. Levels of Service criteria were based on measures determined to best represent the user's perspective of rail transport availability, comfort (public transport only), and convenience. These measures include service frequency, hours of service, passenger loads, freight loads, reliability and travel time.
