
South East Queensland Intermodal Freight Terminal Study
South east Queensland is one of the most populated and fastest-growing regions in Australia. Parallel to this growth is an expanding economy with increasing consumer demands. With a growing population and economic activity comes an increasing demand for the movement of freight. This will present significant challenges for the transport system, particularly if it is to support increasing intermodal freight demands.
To support potential increases in intermodal freight, the Department of Transport and Main Roads along with the Port of Brisbane Corporation Limited and QR Network Pty Ltd, have conducted the South East Queensland Intermodal Freight Terminals Study.
The purpose of the study is to establish whether additional intermodal land transport freight terminals are needed by 2026, and if so, the preferred locations for terminals.
The geographic area of the study is south east Queensland. This is defined in the Regional Framework for Growth Management (Brisbane Statistical Division, Moreton Statistical Division and Toowoomba City), but has been extended to encompass proposed terminal and distribution locations at Gympie, Warwick, Carrington and Miles.
The study area for potential terminal sites will be within the area extending to Gympie in the north, Yatala in the south, Miles in the west and Carrington in the south west.
The study has been conducted in two stages.
Stage 1: examined and estimated the volume of freight, the types of freight commodities, and the markets for input and output commodities generated by existing and future industry and businesses within the study area.
Stage 2 : examined and evaluated the need and preferred locations for additional intermodal land transport (road-rail) freight terminals within south east Queensland over the next 20 years. This included:
- intermodal contestability in south east Queensland
- intermodal freight terminal capacity in south east Queensland
- potential future intermodal freight terminals
- the need for additional terminals in south east Queensland (identifying development triggers and preferred locations).
The stage two study report is currently subject to further planning considerations by government. However, a Department of Transport and Main Roads summary report is available below.
